Nutshell
Grand Theft Auto Vice City is an open ended action adventure game that takes place in Vice city, a fictional city modeled after Miami, Florida in the second half of the 1980's.  Players take the role of Tommy Vercetti, a convict who was sent by the Don to over see a drug deal.  At the meeting however gunman enter and steal both the cocaine and the money from the deal.  Tommy is then ordered to retrieve both and, if possible, kill those responsible.  The game then follows Tommy's rise from a small time crook to the cities criminal king-pin.  Allowing the player to seize control of many vehicles ranging from motorcycles to helicopters allows the player to move relatively uninhibited through out the city.  The player does have to be careful of committing crimes however.  If the player is caught they gain a star, each star makes the police activity more dangerous until the army finally shows up.  Stars can be reduced in several ways however, so they are not permanently damaging to gameplay. 

Controversy
As with all other games in the series, Vice City has met with a large amount of controversy.  Some claim the game promotes racism towards Haitians and Cubans.  In Australia the ability to pick up hookers to increase your health was removed.  Overall the controversy helped to sell the game .
